GREEN: Mike Elkins doesn't like to sit in a traffic jam any more than anybody else. But when Elkins sees the challenges parents face exiting Ariss Park onto Wise Road each night at the end of football practice, the city's superintendent of parks and recreation prefers to look at the positive side of a sometimes frustrating situation.
